Craig S. Gumpel is Chief State Counsel for the NJFMBA and has represented the NJFMBA for over 25 years. His practice includes labor and employment law including representation of public safety personnel, as well as state, county, blue and white collar workers on a wide range of legal issues.
He has negotiated hundreds of collective bargaining agreements in both the public and private sector. Mr. Gumpel has presented seminars on collective bargaining, workers compensation, grievance and arbitration handling, and leaves of absence under federal and state law.
He has appeared before the New Jersey Office of Administrative Law, New Jersey Civil Service Commission, the Public Employment Relations Commission, Police and Firemen’s Retirement System, Teachers’ Pension and Annuity Fund, Public Employees’ Retirement System and the National Labor Relations Board in such matters as collective bargaining negotiations, grievance and interest arbitration proceedings, unfair labor practices, employment discrimination litigation, and civil service appeals.

Mr. Ross brings extraordinary history, knowledge and experience to the firm.
Before a short stint at retirement, Mr. Ross was a shareholder at Lindabury, McCormick, Estabrook & Cooper for over twenty years specializing in labor practice. He joined Lindabury when the firm he co-founded in 1980, Whipple, Ross and Hirsch, P.A., merged with Lindabury in 1999.
Early in his career, Mr. Ross was affiliated with the law firm of Zazzali & Zazzali from 1975-1980. The Zazzali firm served (and still serves) as General Counsel to the New Jersey State Policeman's Benevolent Association, and Mr. Ross became actively and extensively involved in all areas of police labor relations.
During his decades of law practice, Mr. Ross has devoted the majority of his time and energy to public safety related legal matters for a vast array of labor organizations in both the public and private sectors. In connection with this representation, he has been involved in litigation or negotiations in nearly every County in the State, the Appellate Division of the Superior Court, the New Jersey Supreme Court, the United States District Court for the District of New Jersey and the Third Circuit Court of Appeals.
Mr. Ross has also been involved in the formation, incorporation and preparation of constitutions and by-laws for various associations. He served as a speaker on public safety labor relations' seminars conducted by the Public Employment Relations Commission, the New Jersey State P.B.A., the International Association of Chiefs of Police, the New Jersey Municipal Finance Officers' Association, the New Jersey State Association of Chiefs of Police, and the Morris County Bar Association. In addition, he has spoken at training courses conducted by the International Association of Chiefs of Police in such places as Portland, Maine; Ft. Lauderdale, Florida; Houston, Texas; Montgomery, Alabama; San Diego, California; and Denver, Colorado.
Mr. Ross has litigated nearly every conceivable type of matter before the Public Employment Relations Commission and the National Labor Relations Board. Examples of the kinds of matters in which he has been involved are PERC elections, representation petitions, clarification of unit petitions, decertification applications, scores of unfair labor practice proceedings and negotiations, grievance arbitrations and interest arbitrations. In addition, he has represented hundreds of individual public safety officers in grievances, administrative and disciplinary hearings, and defense of civil and criminal matters brought against them as a result of actions taken in the course of their duties.
Lisa Cuffari has worked with Mr. Gumpel for over 10 years and serves as the firm's office manager and paralegal.
Lisa's career in the legal profession began with the Wall Street firm of Cadwalader, Wickersham and Taft in the 1980's and continued with paralegal positions at a prominent New Jersey insurance defense firms, as well as six years with Fox and Fox in Livingston, NJ as the office administrator. Through her membership with the Association of Legal Administrators (ALA), Lisa attained certification as a CLM - Certified Legal Manager - in 2010. She was active with the New Jersey Chapter of the ALA and served on the Board of Trustees.

Jessica Cisneros began her career in the legal profession in 2005 working for a prominent law firm as a legal assistant, and later as a paralegal, staying with that firm for over 15 years. In April, 2023, Jessica joined the Firm as a new member of our staff.
Jessica was born and raised in New Jersey. She attained an Associate’s Degree from Union College in 2008. In 2012, she attained her American Bar Association (ABA) Accredited Certification in Paralegal Studies and was inducted into the Lambda Epsilon Chi National Honor Society. She also served as the Student Liaison Officer at Union College from 2010-2012.
Jessica is delighted to bring her well-rounded experience to the Law Offices of Craig S. Gumpel LLC and looks forward to serving the Firm and its clients.
